Governor Spitzer Announces "People First" Forums

Governor Eliot Spitzer announced that Commissioner Richard F. Daines of the Department of Health, Commissioner Karen M. Carpenter-Palumbo of the Office of Alcoholism and Substance Abuse Services, Commissioner Michael F. Hogan of the Office of Mental Health, and Commissioner Diana Jones Ritter of the Office of Mental Retardation and Developmental Disabilities will be conducting a series of “People First” Listening Forums.

The purpose of these forums is to obtain input from the people who use multiple services in the areas of health care, addiction, mental health, and developmental disabilities and their families regarding their experiences, as well as from providers and others.

We encourage you to participate in these forums to ensure that the Independent Living voice is heard.

Forums will be held statewide at the following areas and dates.

  • New Paltz—May 14, 2007
  • New York City—June 6, 2007
  • Buffalo—June 19, 2007
  • Syracuse—June 20, 2007
  • Plattsburgh—July 13, 2007

First MISCC Meeting of 2007

The first meeting of the State’s Most Integrated Setting Coordinating Council (MISCC) with new agency heads appointed by Governor Spitzer took place on April 10, 2007. The majority of agency commissioners who are members of the MISCC were present.

MISCC Chair Diana Jones Ritter, Commissioner of OMRDD, said that the MISCC Report published in November 2006 reflects a good “first step” towards achieving the goals of the MISCC. In laying out the next steps for the MISCC, she directed the members to develop a standard format for agencies to use to enforce and monitor progress, which must include measurable outcomes. Each agency will also identify stakeholder groups to assist in developing ideas for improving services to people with disabilities to ensure they are provided in the most integrated setting. In addition, Ritter said that the MISCC will work to clarify the role of people with disabilities in workgroups and committees and allow time for consumers to speak at all forums. The next MISCC meeting, which Chairperson Ritter considers the 3-month benchmark, is expected to be held in July 2007.

Training on Social Security and SSI Work Incentives
May 16 & May 31, 2007

Neighborhood Legal Services and the Empire Justice Center are co-sponsoring a one-day conference, Employment and Persons with Disabilities: the Impact of Employment on Disability Benefits and Medicaid. This conference will be offered on two different dates: May 16, 2007 in West Seneca and May 31, 2007 in Rochester. This conference will provide information about how employment affects Social Security, SSI, Medicaid and Medicare Benefits and the steps one can take to use federal work incentives to promote career development for youth and adults with disabilities. NYS Assembly Legislative Disabilities Awareness Day
May 21, 2007

The New York State Assembly Legislative Disabilities Awareness Day will be held on Monday, May 21, 2007 in the Well of the Legislative Office Building in Albany. This annual event presents an opportunity for legislators and their staff to hear from our community about the issues that are important to people with disabilities.

New York State Council on Independent Living Get Out the Disability Vote Workshop
June 4, 2007

On June 4, 2007, the New York State Independent Living Council will present a one-day workshop and launch a statewide coalition to empower New Yorkers to claim equal access to the right to vote. The workshop will take place from 8:30 am to 4:00 pm at the Desmond Hotel & Conference Center in Albany. Please RSVP and direct questions to Susan Cohen at suec@nysilc.org.

Brain Injury Association of New York State’s 25th Annual Conference
June 7-8, 2007

Brain Injury Association of New York State’s (BIANYS) 25th annual conference, Building on Our Past: Preparing For the Future, will take place on June 7-8, 2007 at the Albany Marriott Hotel. ABC News Anchor Bob Woodruff and his wife, Lee Woodruff, will be the keynote speakers. The conference will also offer an array of workshops, presentations, and exhibitors, providing resources and education to advance the quality of life for people affected by brain injury. New York State Department of Health Planning Today for Tomorrow Statewide Symposium
June 21, 2007

New York State Department of Health Long Term Care Restructuring Initiative will present the Statewide Symposium, Planning Today for Tomorrow, on June 21, 2007 at the Empire State Plaza Convention Center in Albany. Twenty workshops will be presented, including a session by NYAIL on the Independent Living philosophy and the work of Independent Living Centers. For more information, click here.

NYAPRS Annual Executive Seminar on Systems Transformation
June 21-22, 2007

NYAPRS will host their 3rd annual Executive Seminar on mental health service transformation on June 21-22, 2007 at the Crowne Plaza Hotel in Albany. The program brings some of the nation’s leading transformation specialists together in a program specially designed for administrators and middle managers of progressive community mental health agencies and programs across New York and beyond. It will provide a practical, hands-on demonstration on how to successfully transform community mental health services to best serve and support the recovery goals of people with psychiatric disabilities. Nursing Facility Transition and Diversion: Six-Part Training

Michigan developed a six-part training on nursing facility transition and diversion. The materials developed for this training are available online. Training modules include:

IL NET Online Course: Medicaid and New Community Options

Course Dates: June 11 - June 29, 2007
Registration deadline: May 28, 2007

Target audience: Center and SILC staff, managers, and executives, as well as board members. This is an intermediate to advanced level course.

Purpose: Participants will be able to discuss the basic structure of the Medicaid program including eligibility, state plan services, and waivers. Participants will be able to describe new options made available to states by the Deficit Reduction Act (DRA) of 2006.
