Full job description

Putnam Independent Living Services (PILS), a satellite office of Westchester Independent Living Center (WILC), is a consumer-controlled, non-residential organization that provides information and advocacy services to persons with disabilities. PILS is seeking a Bilingual Education and Outreach Specialist to develop collaborative partnerships within the Hispanic community to build support and trust, and meet the needs of the unserved and underserved in Putnam and Westchester Counties. Thus ensuring persons with disabilities, in all cultural groups, including students and family members, understand their rights, choices, and responsibilities, have access to an appropriate education and knowledge of available community resources.

: Bilingual Education and Outreach Specialist

(35 hours - Full Time)

: $39,500 – $40,000

:

1. Outreach to unserved and underserved populations throughout the Region

2. Identify, build and maintain relationships with community partners, school districts and individuals serving the unserved and underserved in Putnam and Westchester Counties

3. Offer assistance and information regarding benefits

4. Provide information and referral to parents and professionals by assessing needs, offering information on disability rights, IDEA, NY State Special Education Regulations, and linking families with appropriate community resources

5. Presentations in English and Spanish virtually and in-person (when COVID restrictions allow) on disability rights, special education process, advocacy, transition planning and building parent school partnerships

6. Provides one to one advocacy to parents/guardians of children with special needs (ages 0 -21)

7. Create and develop outreach materials in English and Spanish

8. Networks with community agencies and provides information on agency services at community events

9. Prepares reports to funding source as required. Maintains accurate, up-to-date, records on services provided

10. English and Spanish translation as required

11. Other duties as assigned by Supervisor or Executive Director

:

1. Bachelor’s Degree and a minimum of two years personal or professional experience with the special education system or three years of relevant experience working with persons with disabilities

2. Oral and written fluency in English and Spanish

3. Comprehensive knowledge of state and federal special education law, disability rights and local community resources preferred

4. Experience in public speaking, workshop presentations

5. Reliable transportation

6. Parent of a child with special needs strongly desired
